BID ADDENDUM NO. 1 | Holton Road – Jackson Pike (SR 104) & Scioto Grove Metro Park Entrance

The following information is provided in response to questions received by potential bidders or adjustments to the project:
Modification No. 1: The deadline for proposals and subsequent opening of said proposals has been postponed until 11:00 a.m. Friday, Oct. 9, 2020.

Those Plan Holders receiving Contract Documents, to date, have been notified of Bid Addendum No. 1 via Bid Express.

Notice to Contractors | Holton Road – Jackson Pike (SR 104) & Scioto Grove Metro Park Entrance

The City of Grove City, through the City Administrator, will receive bids for Holton Road – Jackson Pike (SR 104) & Scioto Grove Metro Park Entrance via Bid Express, until 11:00 a.m. local time Friday, Oct. 2, 2020.  Grove City will not accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s).  The work for which Grove City is inviting bids consists of the following:

Base Bid

  • Roadway widening along the east side of Jackson Pike (SR 104), removal of a portion of the existing Scioto Grove Metro Park entrance drive and construction of a new park entrance drive to align with the construction of a realigned portion of Holton Road. The proposed roadway improvements will include subgrade stabilization, full-depth asphalt pavement, asphalt shared-use path, concrete walks, and a new traffic signal.
  • Underground infrastructure including 12-inch storm sewers.

Additional Bid 1

  • Additional widening of Jackson Pike (SR 104) to the south.

The estimated costs of construction for the work outlined in the plans and specifications for the various bids are:

Base Bid: $ 1,708,000.00

Additional Bid 1: $ 335,000.00

In order to be considered, Contractors must submit bids on the Base Bid and Additional Bid 1.  Hard copies of the Contract Documents and Specifications will not be provided.  Contract Documents and Specifications may be obtained from Bid Express only and at costs associated with the Bid Express service fee schedule. Payment for these items will not be refunded. This bid can be viewed on the Bid Express website.

Each bid shall be accompanied by a bond meeting the requirements of the Contract Documents.

Each Bidder must ensure that no employees and applicants for employment are discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

Schedule: The work shall commence within sixty (60) calendar days after the City issues the Notice to Proceed for the Contract.  The work shall be completed within three hundred (300) calendar days from the City’s issuance of the Notice to Proceed for the Contract.  The project is subject to additional milestone and contractual requirements.

The Bidder is required to state in full detail, with their Bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.

This project requires payment of prevailing wages to all workers during the course of construction activities.  Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Grove City, Ohio as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239.

The City of Grove City, Ohio, reserves the right to reject any and all bids, to waive technical defects as the interest of the City may require; and, to conduct such investigation as necessary to determine the lowest and best bidder for the Contract.
