INVITATION TO BID
Birch Bark Trail Extension and Harrisburg Pike (US 62) and Demorest Drive Intersection Improvements

The City of Grove City, through the City Administrator, will receive sealed bids for the Birch Bark Trail Extension and Harrisburg Pike (US 62) and Demorest Drive Intersection Improvements via Bid Express, until 11:00 a.m. local time on Dec. 15, 2023 and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s). The work for which Grove City is inviting bids consists of the following:

Base Bid
Birch Bark Trail Extension: The project consists of furnishing all labor, materials, and equipment for the construction of approximately 690 feet of roadway extension, including curb and gutter, concrete sidewalk, lighting, and storm sewers.

Harrisburg Pike (US 62) and Demorest Drive Intersection: The project consists of furnishing all labor, materials, and equipment for widening of the roadway to accommodate the addition of northbound and southbound left turn lanes. The improved intersection will include full signalization per City standards at the intersection of Harrisburg Pike (US 62) and Demorest Drive.

The estimated costs of construction for the work outlined in the plans and specifications for the
various bids are:

Base Bid: $ 2,650,000.00

Hard copies of the Contract Documents and Specifications will not be provided. Contract Documents and Specifications may be obtained from Bid Express only and at costs associated with the Bid Express service fee schedule. Payment for these items will not be refunded.

Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.

Each Bidder must ensure that no employees and applicants for employment are discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

Schedule: The work shall commence within sixty (60) calendar days after the City issues the Notice to Proceed for the Contract. The work shall be completed within three hundred thirty (330) calendar days from the City’s issuance of the Notice to Proceed for the Contract subject to additional milestones defined within the contract documents.

The Bidder is required to state in full detail, with their Bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.

This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Grove City, Ohio as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.

The City of Grove City, Ohio, reserves the right to reject any and all bids, to waive technical defects as the interest of the City may require; and, to conduct such investigation as necessary to determine the lowest and best bidder for the Contract.

INVITATION TO BID | GLOCK LAW ENFORCEMENT FIREARMS

Sealed bids for eighty (80) Glock Law Enforcement Firearms and associated equipment will be received by the Director of Public Safety of the City of Grove City, Ohio via Bid Express, until 10:00 am on Friday, Dec. 8, 2023 (the “Opening Date”).

On the Opening Date, the Director of Public Safety or his designee will publicly open and read aloud all bids. All responsive bids will be considered valid and binding and may not be withdrawn for 60 days after the Opening Date, although not yet accepted or rejected.

Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s).

Each bid shall fully comply with the Instructions to Bidders provided in the Contract Documents and shall contain the full name and address of each person or company interested in the bid.

Bidders are required to state in detail their experience in large scale firearm contracts and inexperience may be grounds for rejecting a bid.
Payment will be made within 30 days of the City’s receipt of the products.

All questions shall be submitted via the Bid Express Q & A function within 5 business days prior to the Bid Opening date in order to be considered. An addendum, if warranted at the discretion of the Safety Director, shall be published on Bid Express a minimum of 72 hours prior to the Bid Opening. Bidders may not contact other City employees or officials concerning this Invitation to Bid.

The City of Grove City reserves the right to waive any or all requirements and to reject any and all bids, including those that, in the opinion of the City, show evidence of unbalanced prices, the City and also may waive technical defects as the interest of the City may require.
