NOTICE TO CONTRACTORS

Beulah Park, Phase 1 Project

The City of Grove City, through the City Administrator, will receive sealed bids for the Beulah Park, Phase 1 project via Bid Express, until 11:00 am local time on Friday, August 20, 2021 and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s). The work for which Grove City is inviting bids consists of the following:

Base Bid

  • The project entails construction of a 27 acre new park located in the City of Grove City, Ohio. This initial phase of park development includes the grading of the site, installation of topsoil, and seeding. Also included is the installation of park utilities, including storm sewers, public and private waterlines, sanitary services, electrical conduits and conductor cable, and park lighting. The project also includes the construction of parking lots with striping and signage, access drives, and park sidewalks. Landscaping will be installed, including park trees, shrubs, and an irrigation system. Entryway columns, wall, and fences will installed at key park entry points, and two pergolas with swinging benches are also planned for installation.

The estimated costs of construction for the work outlined in the plans and specifications for the various bids are:

Base Bid: $ 5,270,576.00

In order to be considered, Contractors must submit bids on the Base Bid. Hard copies of the Contract Documents and Specifications will not be provided. Contract Documents and Specifications may be obtained from Bid Express only and at costs associated with the Bid Express service fee schedule. Payment for these items will not be refunded.

Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.

Each Bidder must ensure that no employees and applicants for employment are discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

Schedule: The work shall commence within sixty (60) calendar days after the City issues the Notice to Proceed for the Contract. The work shall be completed within two hundred eighty (280) calendar days from the City’s issuance of the Notice to Proceed for the Contract

The Bidder is required to state in full detail, with their Bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.

This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Grove City, Ohio as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.

The City of Grove City, Ohio, reserves the right to reject any and all bids, to waive technical defects as the interest of the City may require; and, to conduct such investigation as necessary to determine the lowest and best bidder for the Contract.

Demorest Road Improvements, Phase 1 Project

The City of Grove City, through the City Administrator, will receive sealed bids for the Demorest Road Improvements, Phase 1 project via Bid Express, until 11:00 a.m. local time Friday, August 13, 2021 and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s). The work for which Grove City is inviting bids consists of the following:

Base Bid – Contract A

  • Over 12,400 S.Y. of asphalt pavement roadway reconstruction, over 2,200 S.Y. of asphalt pavement resurfacing, installation of over 6,200 L.F. of concrete curb and gutter, over 20,600 S.F. of concrete sidewalk and over 162 C.Y. of asphalt shared-use path, over 4,000 L.F. of storm sewer and over 2,200 L.F. of water main including water service connections, removal and replacement of a box culvert structure and extension of a 48” pipe culvert, installation of a new traffic signal and street lighting and other related work.

Alternate Bid 1 – Contract A

  • Installation of 1,176 linear feet of a 38”x57” arch pipe and associated manholes, in lieu of 927 feet of 12” to 24” pipe as shown in the base bid. Refer to Alternate Bid 1 exhibits for plan and profiles.

Alternate Bid 2 – Contract A

  • Installation of 1,176 linear feet of a 24” diameter pipe and associated manholes, in lieu of 927 feet of 12” to 24” pipe as shown in the base bid. An exhibit specific for this bid alternate is not provided, however refer to Alternate Bid 1 exhibits. The invert elevations shown on Alternate Bid 1 are to be matched for Alternate Bid 2.

The estimated costs of construction for the work outlined in the plans and specifications for the various bids are:

Base Bid – Contract A: $4,814,000.00
Alternate Bid 1 – Contract A: $325,000.00
Alternate Bid 2 – Contract A: $56,000.00

In order to be considered, Contractors must submit bids on the Base and Alternate Bids for Contract A and the Base Bid for Contract B. Contracts A & B will be awarded based on the combined totals from each contract. Hard copies of the Contract Documents and Specifications will not be provided.

Mulberry Run Sanitary Sewer Extension Project

The work for which Grove City is inviting bids consists of the following:

Base Bid – Contract B

  • Installation of approximately 4,800 linear feet of 21” sanitary sewer pipe, 22 manholes and approximately 20 service lateral connections in addition to over 9,200 S.Y. of asphalt pavement resurfacing and other related work.

The estimated costs of construction for the work outlined in the plans and specifications for the various bids are:

Base Bid – Contract B: $ 2,531,513.00 (updated July 23, 2021)
