The Parks, Recreation and Open Space Master Plan was first completed in 2006 to guide the development of parkland, recreational offerings and departmental organization. The intent of the plan was to provide decision makers with a comprehensive understanding of existing conditions and a policy framework to advance the parks system and recreational programs offered by the City. The updated plan was created through extensive input from the public as well as a series of analyses conducted by staff in order to understand the needs of community.

The plan has been updated periodically updated since then, most recently in 2021.
