Town Center Commercial Revitalization (TCCR)
The Town Center Commercial Revitalization (TCCR) Grant Program is a reimbursement program, part of Grove City Ordinance C-09-19, designed to assist business and property owners with improving commercial buildings and properties for the betterment of Grove City as a whole.
Program History
Created in July 2001 through Grove City Ordinance C-43-01, the Town Center Commercial Revitalization (TCCR) Grant Program serves local businesses, non-profits, not-for-profits and building owners. The program acts as a reimbursement fund for commercial buildings and core area properties’ improvement projects. At its inception, the program was aligned with the 1987 Downtown Redevelopment Project, and later it aligned with the 2008 Grove City Town Center Plan. In response to the adoption of the GroveCity2050 Community Plan in 2018, the program was modified to include the Broadway Corridor, south of the Town Center Core, and most recently to include the Broadway Corridor north of the Town Center Core.
Program Requirements
An applicant must be the property owner or business owner of an eligible business within the eligible area to apply to the Town Center Commercial Revitalization (TCCR) Grant Program. Any property owner, business, non-profit and not-for-profit organization within the Town Center Core or Broadway Corridor, see the TCCR Boundary Map, may apply to the program. Non-profit and not-for-profit organizations must have 501(c) status to be eligible. All applicants must be up-to-date with their real estate property taxes and be in good standing with all local, regional, state and federal taxing authorities. Ineligible businesses include national chains, sexually oriented and check cashing businesses, governmental and quasi-governmental agencies and other businesses determined by City Council to be contrary to the goals and objectives of GroveCity2050 and other community plans.
Only eligible projects or improvements will be considered for funding. Eligible projects typically include four (4) different types of improvements: 1) Exterior updates to facades, 2) Exterior updates to maintain the Town Center’s character, 3) Utility improvements and 4) Exterior and interior improvements that will protect the life, safety and welfare of the occupants and building structure. Applications must be completed in full with all required materials to be considered for approval.
Grant funds will not be disbursed until a completed TCCR Reimbursement Application, documentation of payment, photographs of completed projects, copies of all required permits (i.e., Building Permit, Certificate of Appropriateness and/or Sign Permit) and any other necessary documentation has been submitted to and approved by the City.
Below are four (4) types of eligible projects for the Grove City Town Center Commercial Revitalization (TCCR) Grant Program; however, this list is not exhaustive. The Development Department is responsible for determining eligibility and will occasionally forward projects to City Council for consideration. - Façade and exterior building improvement projects that will enhance/preserve the appearance and/or integrity of the structure.
- Paint
- Tuck point
- Gutters
- Roofing
- Windows
- Doors
- Exterior lighting
- Awning and canopies
- Entryway enhancements (including ADA accessibility)
- Exterior site improvement projects that will enhance/preserve the appearance and character of the Town Center.
- Exterior furnishings (tables, chairs, benches and umbrellas)
- Bike racks (permanent)
- Permanent landscaping
- Sidewalk (new, repair and replacement)
- Signage
- Dumpster enclosures
- Parking lot enhancements and maintenance (striping, sealing, curb replacement and landscaping)
- Parking lot expansion, resurfacing and reconstruction (the use of permeable surfaces are strongly encouraged)
- Exterior and/or interior building improvement projects that will protect the life, safety and welfare of occupants as well as the protection of
- Surrounding structures and properties within the Town Center.
- Structural repairs
- Emergency egress lights
- Accessibility improvements in accordance with Americans with Disabilities Act (ADA) requirements
- Life safety projects (in order to comply with building and fire codes)
- Utility improvement projects that will repair, replace or upgrade the mechanical facilities contained within or providing service to the structure.
- Heating ventilation and air conditioning (HVAC)
- Electric service and circuits (excluding portable and plug-in electrical fixtures – e.g. light bulbs, fuses, window air conditioning units, etc.)
- Plumbing facilities (excluding new and replacement fixtures – e.g. sinks, toilets, etc.)
- Kitchen ventilation and suppression
The program provides a 50% grant up to the maximum award amount for eligible renovation costs. An exceptional circumstance may be granted by City Council to increase the maximum award amount for a specific project or percentage of matching funds of a specific type of project.
The maximum grant award is $10,000 per calendar year for projects within the Town Center Core and $5,000 per calendar year for projects within the Broadway Corridor, unless otherwise approved by City Council as an exceptional circumstance. Owners and tenants are eligible to re-apply until the maximum award is reached for the given calendar year.
Any property owner or tenant of a business, non-profit and not-for-profit organization within the Town Center Core or Broadway Corridor may apply to the Town Center Commercial Revitalization Grant Program. Non-profit and not-for-profit organizations must have 501(c) status to be eligible.
City Council may grant an exceptional or special circumstance for applicants that are seeking additional funding. In these cases, an application may be considered eligible if the proposed projects meet at least three (3) of the following requirements:
- Substantially enhances the vitality and appearance of Town Center Core and Broadway Corridor
- Creates jobs
- Leverages an additional economic investment and/or activity
- Utilizes sustainable building and site design concepts
- Attainment of a needed service or goal as set forth in the Town Center Plan
- Attainment of a needed service or goal as set forth in the GroveCity2050 Community Plan
- Maintains and enhances exterior structures and their interior facilities
- Updates building and facilities to meet current code requirements to better serve and protect the health, life and safety of their occupants
- Substantially improved accessibility and compliance with current ADA standards

- Pre-Submittal Meeting
- The applicant is strongly encouraged to have a pre-submittal meeting with the Grove City Development Department to discuss the proposed project(s)/improvement(s), ask questions and determine what additional documents (such as permits or approvals) are needed.
- TCCR Eligibility Application and required materials
- The TCCR Eligibility Application is the initially submitted application, which is done before beginning the proposed project(s). To apply, contact the Grove City Development Department or visit the Grove City Development Department Office located at 4035 Broadway, Grove City, OH 43123 to obtain an application. The application must include photographs of existing conditions, quotes/invoices, a project narrative, renderings of the proposed improvement(s) and any other documentation the Grove City Development Department deems necessary. Once these items are submitted, the Grove City Development Department will determine which projects are eligible for reimbursement. Eligibility of participants and proposed improvements are at the sole discretion of the City.
- Grant Award Notification
- Once the TCCR Eligibility Application is approved, the applicant is emailed a Grant Award Notification Letter. Proposed improvements must be completed 180 days from the date of the notification letter.
- TCCR Reimbursement Application and required materials submitted
- The TCCR Reimbursement Application is the second application submitted and will be emailed to the applicant along with the Grant Award Notification Letter. Contact the Grove City Development Department or visit the Grove City Development Department Office at 4035 Broadway, Grove City, OH 43123. This application must include all documentation of payment for the project(s)/improvement(s), all necessary permits, photos of the completed project(s) and any other documentation the Grove City Development Department deems necessary.
- Funding Released
- There are two (2) types of fund disbursal. There is a full reimbursement, which is when all funds are released at one (1) time. There is also a partial reimbursement for applicants who have completed some approved projects and are in the process of completing others. In a partial reimbursement, funds can be disbursed no more than two (2) times per application.
