Business Incentives
The Grove City Development Department works with the local business community to promote retention and expansion of existing commerce within the City.
Listed below are some of the incentive programs offered by the City:
Community Reinvestment Area (CRA): is an economic development tool that provides real property tax exemptions to landowners making investments in their property.
- Grove City has four Community Reinvestment Areas including one in the Town Center. Properties within a CRA are eligible to receive real property tax abatement for real property improvements.
Tax Increment Financing (TIF): is an economic development tool available to local governments in Ohio to finance public infrastructure improvements and in certain circumstances, residential rehabilitation.
- There are five Tax Increment Financing (TIF) Districts within Grove City. A TIF aids in financing public infrastructure improvements and secures the taxable worth of real property at the value it holds during the time the corresponding authorizing legislation is approved.
- Payments derived from the increased assessed value of any improvement to real property beyond that amount are directed towards a separate fund to finance the construction of the public infrastructure defined within the TIF legislation.

Enterprise Zone (EZ): is an economic development tool administered by local governments that provides real and personal property tax exemptions to businesses making investments in Ohio. In early 2004, Grove City passed Ordinance C-123-03 designating itself as an Enterprise Zone.

They are responsible for managing the state’s business development tax incentive programs and overseeing the administrative performance of various local property tax incentive programs.
- Ohio Job Creation Tax Credit Program provides a refundable tax credit against a company’s corporate franchise or income tax based on the state income tax withheld from new, full-time employees.
- Ohio Job Retention Tax Credit Program provides corporate franchise or state income tax credit for businesses that commit to retain a significant number of full-time jobs. Program will provide a tax credit against the Commercial Activity Tax (CAT) beginning on July 1, 2008.
- Ohio Manufacturing Machinery and Investment Tax Credit provides a non-refundable corporate franchise or state income tax credit for manufacturers located in Ohio that purchase qualified new or retooled machinery and equipment that is used in manufacturing.
- Technology Investment Tax Credit Program offers a variety of benefits to Ohio taxpayers who invest in small, research and development and technology-oriented forms.
- Ohio Historic Preservation Tax Credit provides a tax credit for the rehabilitation expenses to owners of qualified, historically significant buildings.
- Ohio Department of Development Job Ready Sites Program is a competitive application process for both private business and municipalities that is intended to strengthen Ohio’s supply of available facility locations served by utility and transportation infrastructure. Important objectives of the program are to create sites that connect the gaps in Ohio’s current site inventory and to promote unique, catalytic re-investments in developed areas of Ohio.
