NOTICE TO CONTRACTORS | STRINGTOWN ROAD EAST TO STATE ROUTE 104

The City of Grove City, through the City Administrator, will receive sealed bids for the Stringtown Road East to State Route 104 at City Hall, 4035 Broadway, until 11:00 a.m. local time on Thursday, May 11, 2017 (updated Tuesday, May 2) and at that time and place will be publicly opened and read aloud.  Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s).  The work which Grove City is inviting bids consists of the following:

  • The project consists of reconstruction/widening of approximately 2050 feet of Stringtown Road. The new road section will be 33 feet of pavement width (36 feet face-of-curb to face-of-curb) with curb and gutter and includes an 8 foot asphalt path and a 5 foot concrete walk.
  • Extensive underground infrastructure including 30-inch and smaller storm sewers, sanitary sewers, waterlines and utility duct banks are included in the scope of the improvement.
  • A new street lighting system.

The estimated cost of construction for the work outlined in the plans and specifications for the Base Bid is $4,075,000.00.

In addition to the Base Bid, one (1) additional bid has been included.  The Additional Bid is for the construction of an electrical duct bank system. The cost for the additional bid (if accepted) will be in addition to the Base Bid.  The additional items are further described within the Contract Documents.  The estimated cost of construction for the additional bid is $700,000.00

Any bidder who submits a bid must submit bids for the base and the additional bid.

Copies of the Contract Documents and Specifications are on file at Grove City Hall, 4035 Broadway, Grove City, Ohio 43123 where they are available for inspection by prospective bidders on or after April 19th, 2017.  Contract Documents and Specifications may be obtained from the above location. Bidding documents and plan sets are available at a cost of $200.00 per set.  Payment for these items will not be refunded.  Please make checks payable to the City of Grove City.

Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.

Each Bidder must ensure that no employees and applicants for employment are discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

Schedule:  The work shall commence within ten (10) calendar days after the City issues the Notice to Proceed for the Contract. The Contract shall be completed within three hundred sixty five (365) calendar days from the City’s issuance of the Notice to Proceed, time being of the essence to the City of Grove City on this Contract.  Be advised that specific project milestones have been incorporated in the project and are identified in the plans and/or supplemental specifications. These milestones identify specific components of the work which are to be completed within the first 170 days of the contract.  Meeting the established milestones is critical for the improvement.

The Bidder will be required to state in full detail, with their Bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.

This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Grove City, Ohio as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239.  State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.

The City of Grove City, Ohio, reserves the right to reject any and all bids, to waive technical defects as the interest of the City may require; and, to conduct such investigation as necessary to determine the lowest and best bidder for the Contract.

The City of Grove City, through the City Administrator, will receive sealed bids for Stringtown Road and I-71 Northbound Ramp Intersection Improvements at City Hall, 4035 Broadway, until 11:00 a.m. local time on Thursday, May 11, 2017 (updated Tuesday, May 2) and at that time and place will be publicly opened and read aloud.  Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s).  The work which Grove City is inviting bids consists of the following:

  • The project consists of intersection improvements including concrete pavement widening, signal installation, street lighting and ramp metering at the northbound intersection of I-71 & Stringtown Road.

The estimated cost of construction for the work outlined in the plans and specifications for the Base Bid is $1,124,000.00.

Copies of the Contract Documents and Specifications are on file at Grove City Hall, 4035 Broadway, Grove City, Ohio 43123 where they are available for inspection by prospective bidders on or after April 19th, 2017.  Contract Documents and Specifications may be obtained from the above location.
