  - Job listings can be found here. You can download and complete an application and return it in person or by mail to the City of Grove City Human Resources Office, 4035 Broadway, Grove City, OH 43123.

Garage Sales
- Do you have guidelines for Garage Sales in Grove City?
  - Residents in the City of Grove City are permitted to have two (2) Rummage/Garage sales per year, per address, for three (3) consecutive days each. (Chapter 713.03 of the Grove City Codified Ordinance) A permit must be obtained for each sale and is available for $2 in City Hall at 4035 Broadway, Grove City.
- What are the rules for Garage Sales signs?
  - One sign announcing the sale may be erected on the premises at which the sale is being conducted and two signs may be erected off the premises at locations selected by the applicant. Such signs shall be erected no earlier than the night before the first day of the sale and such signs shall be removed no later than the close of the final day of the sale. The signs or placards may be no larger than three square feet and must be without illumination, movement or illusion of movement. No sign or placard shall be attached in any manner to any utility pole, fence or any other structure within any public right of way, which includes the grassy area between the sidewalk and the street.

- Do I have to get a Block Party Permit?
  - Residents planning a Block Party should send, fax or email a letter to the Mayor’s Office stating the specifics of the event. The application will be reviewed by the Police Department, Fire Department and Mayor’s Office and if approval, a permit will be issued. The deadline for application is at least two weeks before the event. Mail to the Grove City Police Department, 3360 Park St., Grove City, OH 43123 or fax to 614-277-1717.
- Do I need a peddler/solicitor permit?
  - Yes, any person seeking to sell a product or service door-to-door or business-to-business you must have a permit. Permit applications are available online. Applications can be mailed or to 4035 Broadway, Grove City, OH 43123. Applications must be dated no later than thirty days prior to the commencement of business. Peddlers must present this permit upon request. It is unlawful for any person to engage in the business of a peddler without first registering; paying the registration fee and obtaining a permit.
- Is there a welfare office in Grove City?

Mayor's Court
- Can I change the jurisdiction for my case to the Franklin County Municipal Court?
  - If it is an offense other than a minor misdemeanor a written jury demand must be filed with the Clerk of Courts.
- Can I contest a ticket?
  - Yes, you can contest a ticket by appearing at the Clerk of Courts office on the hearing date notated on the ticket.
- Can I get a continuance for my case?
  - You must appear at the Clerk of Courts office and sign a form requesting a continuance.
- How can I find out when my court date is?
  - The court date is noted on the bottom right hand corner of the citation. For other questions regarding a court date please contact the Clerk of Courts office at 614-277-1715.
- How do I enter my plea? Can I fax it to the Court?
  - Pleas must be submitted to the Court in person at the time of the defendant's appearance before the Court.
- How much is my fine?
  - Please visit the Mayor's Court Case Search page for information on your fine. You can search by case number and name.
- Is my attorney required to file all forms in person?
  - Attorney's may fax motions and pleas to be filed and requests for discovery. The original form must be sent to the Court within 72 hours of the citation.
- What are the hours of the Mayor’s Court offices?
  - The Mayor's Court offices are open Monday-Friday from 8 a.m.-5 p.m.
- Where is Mayor’s Court?
  - The Mayor's Court is in the Grove City Safety Complex at 3360 Park Street, Grove City, Ohio 43123.
- Will the mayor be hearing my case at the Mayor's Court?
  - No, the Court is presided over by the Magistrate who decides the cases.

Meetings
- Where and when are City Council meetings?
  - City Council meets on the first and third Monday of each month at 8 p.m. in City Hall, 4035 Broadway, Grove City, OH 43123. Meetings are open to the public. View council meeting agendas by clicking here.
- Where and when are Planning Commission meetings?
  - The Planning Commission meets twice a month on the second and fourth Tuesdays following the first Monday of each month. Meetings are held in Council Chambers, City Hall, 4035 Broadway, Grove City, OH 43123. at 1:30 p.m. and are open to the public. Special meetings may be held at any time upon call of the Chair with at least a 24-hour notice (either written or personal contact) to each Commission member.

Building

General
- Can I find the building codes on line?
  - Yes. They are available at www.com.ohio.gov. Reference copies of the Code books are also available at the Grove City branch of the Southwestern Public Library, 3359 Park Street.
- Can I park a car in my yard?
  - City code requires that vehicles and trailers be parked on paved surfaces. Additionally, unlicensed or inoperable vehicles are prohibited even in driveways and on other paved surfaces.
- Can I post a sign on a utility pole?
  - No. Utility poles are within the right of way, and signs are not permitted in the right of way.
- Does my contractor need to be licensed/registered?
  - Grove City requires that contractors be registered with the Building Division before they are issued permits. Registration requires a bond and proof of insurance. To find contractors who are registered with the City, visit the Registered Contractors page.
- Does the Building Division enforce deed restrictions?
  - Deed restrictions are not enforced by the Building Division. However, they are legal requirements enforceable through the court system. You are strongly urged to check your deed restrictions before undertaking any project that involve exterior modifications. To learn what your deed restrictions are, check your deed or contact your homeowners' association.
- Does the Building Division survey lots when fences are installed?
  - No. Property owners are responsible for ensuring that any fence installed does not encroach on neighboring properties.
- How are tall grass and weeds regulated in the City?
  - City code prohibits noxious weeds and limits grass to 6 inches in height. When a violation is observed, a violation letter is mailed to the property owner, directing him or her to cut and maintain the lawn by a specific compliance date. When the compliance date arrives, an inspector will re-inspect the property. If it is not in compliance, a contractor will be hired to maintain the lawn, and property taxes will be assessed to pay for the maintenance.
- How can I get a representative of the Building Division to speak to the community organization I belong to?
  - Contact the Building Division at 614-277-3075 with information about what topics you would like to have addressed and we will work with you to organize a visit from an appropriate representative of the department.
- How close can my patio/driveway be to my property line?
  - There are no setback requirements for patios, driveways or other paved surfaces. However, permits are required for installation of such surfaces, and grading plans may be required to ensure that drainage issues will not be created on neighboring properties.
- How close to the property line can I place a fence?
  - There are no setback requirements for fences installed behind the building line (the front façade of the primary structure). However, homeowners are encouraged to consult existing surveys or have a new survey done to ensure that the fence does not encroach on neighboring properties.
- How many people can live in my house or apartment?
  - The City's property maintenance code states only that "the number of persons occupying a dwelling unit shall not create conditions that, in the opinion of the code official, endanger the life, health, safety or welfare of the occupants.
- How many signs are allowed on a commercial property? Are there size restrictions?
  - Only one (1) ground-mounted sign is permitted per tax parcel. Such signs may not exceed 50 square feet in area on commercial properties or 100 square feet on industrial properties. Such signs are limited to 8 feet in height. Unless development approval legislation imposes specific restrictions, there is no limit to the number of wall signs permitted on a building. Combined area of such signs, however, is limited to one (1) square foot per lineal foot of building frontage.
- I am selling my home. Am I allowed to place a for sale sign between the curb and the sidewalk?
  - No. signs are not permitted within the right of way, which includes the area between the curb and sidewalk.
- I have received a property maintenance violation letter. What do I do now?
  - If you make the necessary repairs or perform the necessary maintenance prior to the compliance date on the letter, no further action will be taken. If you are unable to meet this compliance date, contact the Building Division at 614-277-3075 to discuss the issue. If the problem is not resolved, cases will be forwarded to Mayor's Court.
- To whom do I make my check payable? Does the Building Division accept credit cards?
  - Checks should be made payable to: The City of Grove City. The Building Division accepts only cash or checks, not credit or debit cards.
- What factors determine whether a vehicle is inoperable?
  - Any condition that would prevent the immediate relocation of a vehicle under its own power would be a determining factor. This can include engine problems, flat tires and other conditions. Vehicles also must be registered and have current tags displayed.

Permits
- Do I need a permit for a large, inflatable swimming pool?
  - Permits are required for any swimming pool, permanent or portable, that is capable of being filled to a depth of 24 inches or more. Enclosures that are at least four (4) feet tall are also required for swimming pools.
- Do I need a permit for a temporary shed or a shed on skids?
  - A permit is required for any accessory building. The cost for a permit for a shed that is less than 200 square feet and does not have a permanent foundation is $10.
- I have completed an application for a permit. How soon can I begin work?
  - Work cannot begin until the permit is issued. The review period on permit applications varies depending on permit type and the extent of the proposed work.
- What permits are required to install a fence?
  - A minor home improvement permit is required for residential fences. The cost of this permit is $25.
- When is a residential building permit required?
  - A permit is required if the project involves structural changes to your home, but other projects may need one as well. The City of Grove City requires permits for indoor or outdoor structural work, freestanding structures or major changes to the living area of a home to ensure that minimum safety standards are met and construction meets local building and zoning requirements. Understand the building codes and local ordinances before proceeding with a major improvement project. A permit is required to do the following: replace a roof, build a deck, finish a basement, add a fireplace, add rooms, add gas lines, add/alter the electrical system, construct a new driveway, build a fence, add/replace an air conditioning and/or heating unit, add/replace a sidewalk or driveway, and install a pool or hot tub. Permits also are required for accessory buildings, garages, carports, siding and window/door replacement. A building permit usually is not needed to do the following residential projects: paint exterior or interior walls, install new flooring, replace a faucet or plumbing valve, or install a window-unit air conditioner (if no change is made to the window frame). Contractors are required to pull the necessary permits as part of the contracting job. Spell it out in your contract. General
- Can I propose a new law or change in a law?
  - A request to propose a new ordinance or change to an exisitng ordinance should be submitted to the Clerk of Council's Office for Council consideration. If the consideration is favorable and a member agrees to sponsor the request, legislation will be drawn up and placed on an upcoming Agenda.
- How do I find out if we have a law (ordinance) on something?
  - You may contact the Clerk of Council at 614-277-3065 for assistance or review the Code book on-line.
- How do I find out what Ward I'm in?
  - You may contact the Clerk of Council at 614-277-3065 for assistance or review the Ward map.
- What are the standing Council Committees?
  - The Standing Committees of City Council are Finance, Lands and Zoning, Safety and Service.
- What is the regulation for posting a political sign?
  - Political signs may be displayed as defined in Section 1145.02(r) of the City Code provided that such signs shall not be located any closer than ten feet (10') to the right-of-way along the street or streets on which a lot or parcel fronts. Such signs shall not be illuminated nor be erected within any public rights-of-way or easements nor attached in any manner to any utility pole, fence or any other structure within any public rights-of-way.

- Can I speak at a Council meeting?
  - Council will accept three (3) speakers in favor and three (3) speakers against a piece of legislation that is up for a public hearing. There is also a time for residents to bring up other matters, under New Business. All speakers must sign the Speakers Sheet, which is placed on the podium before the meeting begins. All speakers are limited to three (3) minutes.

- Can I operate a business out of my home?
  - The following uses may be located in a residence: the office of an architect, attorney, clergyman, dentist, engineer, insurance representative, physician, real estate broker, surgeon or accountant may be located in a residence used by such person as his/her private residence. - What is the zoning of a specific property?

Historical Preservation Area (HPA)
- How do I determine if a house located in the HPA?
  - Once you have obtained the address of the property in question, you may contact the Development Department at 614-277-3000 to determine whether or not if the property is located in the HPA.
- I'm a business/commercial property owner within the Town Center. Does the City offer any assistance for enhancing the appearance of my building?
  - Yes, every year City Council appropriates funds for façade and other exterior improvements for commercial properties located within the Town Center through a reimbursement program administered through the Development Department. - What is the boundary of the Historical Preservation (HPA)?
  - The boundaries of the Historical Preservation Area are the properties facing on Broadway from Southwest Boulevard south to approximately 341 feet south of Woodlawn Avenue, from the Baltimore and Ohio Railroad tracks east to Haughn Road on Park Street and from Broadway east to Haughn Road on Columbus Street.

Planning Commission
- How many copies of my application are required for Planning Commission review?
  - You must submit 20 copies of the application for review to Planning Commission, City Council and the other review agencies.
- I have a conceptual plan to develop a property in Grove City. Can I have the City review this concept before I file a formal application?
  - Yes. We highly recommend a preliminary review of any non-resiential site or large-scale residential development. Most issues involving building location, setbacks, parking, stormwater drainage and other physical improvements to a property can be resolved with a preliminary review of the proposal. If you wish to have the Development Department conduct a preliminary review of a development plan, please call us at 614-277-3000 to set-up an appointment to review your concept.
- What new projects are going on in Grove City?

- Are there any grants for businesses in Grove City?
  - Yes, every year City Council appropriates funds for façade and other exterior improvements for commercial properties located within the Town Center through a reimbursement program administered through the Development Department. - What is a TIF?
  - Tax Increment Financing (TIF) is an economic development mechanism available to local governments in Ohio to finance public infrastructure improvements and, in certain circumstances, residential rehabilitation. A TIF works by locking in the taxable worth of real property at the value it holds at the time the authorizing legislation was approved. Payments derived from the increased assessed value of any improvement to real property beyond that amount are directed towards a separate fund to finance the construction of public infrastructure defined within the TIF legislation.
- What is the Community Reinvestment Area?
  - The Community Reinvestment Area is the designated district where real property taxes are abated on new structures or alterations to existing structures.
- What types of incentives are available?

  - Grove City does not issue business licenses. However we recommend you contact the Grove City Building Division at 614-277-3075 to determine your need for a Certificate of Occupancy as well as Franklin County to determine your need for a Vendor's License.

- How long does the process take for an application to go through Planning Commission?
  - Once the application is submitted to Planning Commission, it will be reviewed and heard within 45 days of submission.

Taxes
- I have questions about my real estate taxes.
  - Real estate taxes are handled by the Franklin County Auditor. You can reach them at 614-462-4663 or visit their web site at www.co.franklin.oh.us/Auditor/
- Should my employer be taking Grove City taxes from my pay?
  - Your employer must take out taxes for the city where you work. Grove City gives full credit for the amount taken out in the city you work, up to our 2% rate.
- What is Grove City's income tax rate?
  - The City of Grove City income tax rate is 2%.
- What is R.I.T.A.?
  - R.I.T.A. is the Regional Income Tax Agency. This agency administers taxes for the City of Grove City and 156 additional municipalities in the State of Ohio. For more information visit www.ritaohio.com
- When are my taxes due?
  - All 2009 tax forms (federal, state and local/municipal) are due on and must be postmarked no later than Thursday, April 15, 2010 at midnight.
- Where can I get Grove City tax forms?

Parks and Recreation

Big Splash
- How do I know if the Big Splash is closed because of weather?
  - Call the hotline at 614-277-1818 for closure information.
- How do I sign up my child for swim lessons?
  - You may sign your child up at City Hall, The Big Splash or online.
- I am not going to swim. Do I have to pay admission?
  - Anyone entering the park must have a season pass or pay admission.
- I have a Grove City mailing address, but pay my taxes to Columbus. Am I considered a resident?
  - No, your taxes determine your residency status.
- I have a season pass card from last season. Do I keep it?
  - No, new membership cards will be issued each year.
- May I bring in a cooler/my own food and drinks?
  - Yes. Personal-sized coolers (16”x12” or smaller) are allowed. However, no glass containers, tobacco, alcohol or illegal substances are permitted in the park.
- May I bring in a floatation device for my infant?
  - A U.S. Coast Guard-approved life jacket is the only acceptable form of floatation device allowed in The Big Splash.
- May we reserve the shelter house located just outside the gates of the Big Splash?
  - The shelter house is open to the public; reservations cannot be made.
- My child is just short of the height limit on the slide; can he/she go down with my permission?
  - The height restrictions are for safety. Riders must be of the proper height to go down, without exception.
- My family member or friend is in the park; can you page them?
  - Unfortunately, no. The messaging system is strictly for emergencies and hourly announcements.
- My family would like to have a birthday party at the Big Splash, to whom should I speak?
  - You may contact a manager at 614-277-1818, and he/she will be happy to guide you through the process.
- What are the hours of operation?
  - The 2010 season begins Saturday, May 29. Season pass holder hours are 11 a.m.-8 p.m. and general admission hours are 11:30 a.m.-8 p.m. Sunday hours are noon-8 p.m. The facility will close for the day when South-Western City Schools are in session from Monday, May 24 through Thursday, June 3 as well as Wednesday, Aug. 25 through Friday, Sept. 3. The Big Splash will be open on the weekends while school is in session.

Childcare
- Does Grove City offer a school-age child care program?
  - Grove City offers the P.A.R.K. (Programmed Afterschool Recreation for Kids) program for school age children. There are also morning and summer programs.

General
- Can non-residents sign up for activities?
  - All parks and recreation activities are open to residents and non-residents. Non-residents will be assessed an additional fee.
- How do I know if a city-sponsored event is cancelled?
  - Please call 614-277-3060 for any weather related cancellations.
- Is there any indoor activity space available for public rental?
  - Unfortunately, Grove City only has outdoor shelters available at this time. Please call the Parks and Recreation office at 614-277-3050 for outdoor rental information.
- Schools are closed because of severe weather conditions. Are Parks and Recreation activities cancelled?
  - If South-Western City Schools close due to inclement weather, all classes offered through the Parks and Recreation Department (this includes activities at the Evans Center and Gantz Barn) will be cancelled until 4 p.m. The decision to conduct evening classes and programs will be made by 3 p.m. However, programs scheduled at a South-Western City Schools location will be cancelled for that evening as well. When schools are delayed in the morning, Grove City Parks and Recreation will continue its regular program schedule. Please call the Weather Update/Information Line at 614-277-3060 for cancellations, delays or program-specific details.
- Where can I find information on Parks and Recreation offerings?
  - Grove City offers a wide variety of recreation programs. Information about these programs can be found in The Source, Grove City Parks and Recreation's seasonal activity and event guide. The Source is mailed to every Grove City household three times annually. Free copies are available at the Grove City Library, in City Hall and in the Parks and Recreation drop box located on the parking-lot side of City Hall, just left of the building's entrance. The Source is also posted online. Call the Parks and Recreation Office at 614-277-3050 for more information.
- Where is the Park Annex located?

Sports
- Does Grove City offer youth team sports?
  - Grove City Parks and Recreation offers soccer for ages 3-5, baseball for ages 5-16, volleyball for grades 4-12, teen dodgeball for those 15 and older, basketball for grades 1-12 and girl's softball. Please contact the Parks and Recreation office at 614-277-3050 for further information.
- Does Grove City own and maintain Murfin Fields?
  - Murfin Fields is owned and maintained by a private organization, the Grove City Kids Association. GCKA organizes youth programs in soccer, football, softball and cheerleading. They can be reached at 614-871-0080 for more information.

- How do I know if my sport practice or game is cancelled?

Youth Baseball
- Do coaches have to be NYSCA certified?
  - Yes. All head coaches in the Grove City Youth Baseball Program are required to be certified through the NYSCA. In order to pick up uniforms, head coaches will need to show proof of certification.
- Do you honor participant requests?
  - It is the philosophy of the City of Grove City Parks and Recreation Department to treat all persons fairly and equally, including offering equal recreational baseball experiences for all leagues and teams. In adhering to this philosophy, there will be a maximum of 4 players that may be automatically assigned to each team. These players consist of the head coach’s child, two assistant coach’s children and the respective sponsor’s child. No other participant requests will be honored. There will no longer be a coach’s draft; players who are not automatically assigned will be placed on teams by the Grove City Parks and Recreation Department.
- How do I know which team my child is on?
  - Coaches will call all team members shortly after the coaches' meeting on Sunday, March 28.
- How much are league fees?
  - - T-Ball: $50 Resident; $60 Non-Resident

- How often do I have to renew my certification?
  - Certification must be renewed every year. Grove City Parks and Recreation will cover the annual $20 renewal fee for each head coach who needs certified or requires a renewed certification. Assistant coaches also are required to participate in the NYSCA program, but will not be required to become official members unless they want to pay the membership fees on their own accord.
- Is it possible to exchange uniforms for a different size?
  - Uniforms will be ordered immediately following the draft. Due to the timely nature of uniform ordering, exchanges cannot be honored, (i.e. no team changes). - What am I required to do as a coach?
  - If you would like to participate as a coach in our program, please visit the Grove City Parks and Recreation Department located in City Hall, 4035 Broadway, to fill out a volunteer coach application. Once you have been approved to be a coach you will need to take online training for coaches through the National Youth Sports Coaches Assocation. Background checks will be performed on every applicant.
- What days will my child play on?
  - All teams practice from the week of April 5 until Opening Day on Saturday, May 8. Once the season begins, only Minor, Major and Pony leagues practice (on Saturdays); T-Ball, Peewee 6, Peewee 7 and Peewee 8 teams play games only. Practice and game days are subject to change depending on the number of teams in each league. Make-up games are played on Saturdays.

- What is NYSCA?
  - The National Youth Sports Coaches Association (NYSCA) helps volunteers understand the psychology of coaching children. The program gives coaches practical skills to help all participants have fun and maximize their athletic skills. It also provides continuing education, support and valuable resources to help develop coaching skills and enhance relationships with parents, official, and children involved in youth sports programs.
- What size bat should we buy?
  - Please be sure to adhere to the following guidelines when purchasing a bat for your child. These guidelines are in place to ensure the safety of our participants. Bats for T-Ball, Peewee 6, Peewee 7 and Peewee 8 must be labeled “Little League Approved.” Minor and Major league bats must not exceed a barrel size of 2¼ inches. Pony league players must use a bat with no more than a 3-ounce drop (-3). The drop is the difference between the number of inches in the bat’s length and the number of ounces bat’s weight, i.e. a bat 33-inches long and weighing 30 ounces, has a drop equal to (-3).
- When are observations?
  - The minor, major and pony leagues have pre-season observations at Windsor Park on Saturday, March 20 to evaluate each player’s skills. This assessment helps distribute talent equally among teams. The process is quick and laid back; players will be asked to practice pitching, catching, running and hitting. Children of coaches and assistant coaches also need to attend observations. If observations are cancelled due to inclement weather, players will still be assigned in a blind draft.
    - Pony: 8-9:30 a.m.
    - Major: 9:45-11 a.m.
    - Minor: 11:30 a.m.-1 p.m.
  - When does the season start and end?
    - Teams will have their first practices during the week of April 5. Practices will be scheduled Monday through Saturday on various nights. Practice schedules will be given to coaches at their meeting. Opening Day is Saturday, May 8. The season will end in mid- to late-June (depending upon weather). Rain-out practices will not be made up.
  - When will teams get their pictures taken?
    - Picture Day for Fall Baseball participants is Saturday, May 15 at Windsor Field 1.
  - Which league will my child play in?
    - League placement is based upon age as of April 30, 2010.

- Youth Basketball
  - Can I request for my child to be on a certain team?
    - Balancing talent levels on each team is the primary goal in assembling teams in each division. Unfortunately, we do not accept player’s requests. The only exception is for brothers and sisters and for children living in the same household where age and gender would place them in the same age division. The Parks and Recreation Department has the right to honor certain request that may arise.
  - Do all ages participate in observations?
    - No. Only children in grades 4-8 participate in observations.
  - How will I know what team my child is placed on?
    - Volunteer coaches will contact each player assigned to their team after the draft. Information concerning practice days and times will be given to players at that point.
  - What are observations?

    - Participants who cannot attend will be assigned to teams in a blind draft.
  - What should players wear?
    - Uniforms will be ordered immediately following the draft. Because of the timely nature of uniform ordering, exchanges cannot be honored. Please double-check the size you ordered to be correct (we will have sample clothing at sign-ups). A reversible mini-mesh jersey will be provided. We ask participants to wear black or navy blue shorts for games.
  - When will games be played?
    - Each team will play one game per week. Official schedules will be passed out to each team at practice and posted online before the regular season begins.
  - When will my child practice?
    - Practice schedules will be given to each coach at the draft. Teams will practice one hour each week. If schools are cancelled due to inclement weather, practices will not be held. Because of a lack of facility space, some practices will be scheduled from 8:30-9:30 p.m.
  - Where can I get information about becoming a coach?
    - We’re always searching for enthusiastic new coaches for every age division. Interested persons must fill out an application form (also available at the Parks and Recreation office) and return it to City Hall, 4035 Broadway. Check out the coaching page for more information.
  - Who do I call to check if a game or practice is cancelled?
    - Please call the Sports/Weather Update line at 614-277-3060. Press # 4 for field conditions and then press # 5 for local gym conditions. The hotline is updated daily.

Animal Issues
- Who do I call if I have a wild animal (raccoon, possum, etc.) in my backyard?
  - Wild animals causing a nuisance should be reported to the Grove City Service Department at 614-277-1100.
- Who do I call if there is a dead animal on a public street?
  - For the collection of a dead animal from a city street or city property, contact the Grove City Service Department at 614-277-1100
- Who do I call if there is a stray animal or to report animal abuse?
  - Report issues concerning stray animals or cases of animal abuse to the Capital Area Humane Society at 614-777-7387 or to the Franklin County Department of Animal Care and Control, who also enforce animal-related laws at 614-462-3400.

- How can I obtain Road Construction information?
  - For road construction information within the city limits of Grove City, contact the Grove City Service Department at 614-277-1100. For road construction on interstates and roads outside the city limits of Grove City, contact Paving the Way at 614-645-PAVE (7283), Monday-Friday, 8 am to 5 pm or visit www.pavingtheway.org.
- How does curbside Leaf Collection work?
  - The Grove City Service Department collects leaves raked to the curb in front of the residence; please do not rake leaves into the street. The city is divided into eight areas. A published Leaf Collection map will provide dates for leaf collection in each area in early Fall each year. Planned collection dates are subject to change due to weather conditions and the timing of trees dropping leaves. Call 614-277-1100 from 7 am to 4 pm, Monday through Friday with questions.
- What services does the Service Department provide?
  - The Grove City Service Department performs a wide range of services including the maintenance and repair of city streets, maintenance and repair of street and traffic lights, snow removal, seasonal curbside pickup for leaves, management of the contract for weekly curbside rubbish and recycling pickup, and inspecting and maintaining main sanitary and storm sewer lines in the city right-of-way. The forestry staff plants, prunes and maintains trees on city properties, tree lawns, medians and rights of way. Approximately 200 trees are planted annually. The staff and volunteers with Keep Grove City Beautiful coordinate a number of projects throughout the year. Their dedication and service improve our community's environment. In addition, department personnel also maintain 17 city parks and all municipality-owned vehicles and buildings.

Streets
- How do I report a non-functioning traffic light?
  - To report a non-functioning traffic light, contact the Grove City Service Department at 614-277-1100, Monday-Friday, 7 a.m. to 4 p.m. After hours please contact the Grove City Division of Police at 614-277-1710.
- How do I report a pot hole?
  - Contact the Grove City Service Department at 614-277-1100 to report damage to roads within the City limits, not including the interstates. For damaged interstate roadways, contact the District 6 office of the Ohio Department of Transportation at 800-372-7714.
- How do I report a tree blocking the view of a street on public or private property?
  - Trees should not interfere with visibility at intersections, maintenance and operation of utilities, or paved street surfaces. Tree limbs cannot hang less than nine feet above the sidewalk. Tree limbs extending over streets must be trimmed so the tree does not interfere with the normal flow of traffic. Large-class species trees cannot be planted within 75 feet of any public utility line above or below ground. Call 614-277-1100 if you have questions about tree care.
- How do I request a street sign on a public street?
  - The Director of Public Safety is responsible for the placement of all traffic control devices, including street signs and traffic signals. Requests for new or altered signage or other traffic control devices for City roadways can be directed to the Grove City Division of Police at 614-277-1710.
- What do I do about water bubbling near the curb in front of my house?
  - Most residential homes in Grove City have a roof drain clean-out (also called a french drain) located behind the street curb. The clean-out is the location where your down spouts and sump pump connect to the City storm drains directing water away from your home and into an under drain system. It is the responsibility of the homeowner to maintain the clean-out. One method is to remove the cap (typically a small cement block), remove the layer of dirt and leaves, then use a shop-vac to remove the layer of gravel. The gravel should be washed and then returned to the clean-out. The cap can then be replaced. This procedure should be performed once each year on each clean-out to help reduce the risk of basement flooding. - What does it mean when a snow emergency is declared?
  - Whenever there is a snow fall of two inches or greater and it is deemed to be a serious public hazard to transportation, a snow emergency is declared in the City of Grove City by the administration. During the duration of the snow emergency, there is no parking on any City street marked with "Snow Emergency" signage other than to load or unload passengers or property. Any vehicle left unattended on a snow emergency route will be removed at owner's expense. Snow emergencies are lifted by declaration of the administration.
- Who do I call if my mailbox has been damaged by a snow plow?
  - The City of Grove City will repair/replace mailboxes that have been damaged by City plows. Please call 614-277-1100 for more information.
- Who maintains public sewer lines?
  - Sewer main services are provided by the City of Grove City. For problems with the sewerage system, contact the Service Department at 614-277-1100 from 7 a.m. to 4 p.m., Monday through Friday, after-hours call 614-277-1710.
- Who maintains the city street trees (trees between the curb and sidewalk)?
  - All trees located between the curb and sidewalk are by law public and therefore the property of the City of Grove City whether planted by a resident or the City. It is the responsibility of the City to plant, maintain, and remove these trees. Utility companies also may prune or remove trees they deem hazardous. Grove City has approximately 12,000 public trees. No one may cut, carve, poison or otherwise damage, transplant or remove public trees. Also prohibited are the attachment of materials such as rope, wire, nails or posters; burning near enough to damage with flame or heat; and "topping," severely cutting back the canopy leaving limb stubs wider than three inches. To report a damaged street tree or trees in need of pruning, contact the Service Department at 614-277-1100.
- Why hasn't the snow plow been down my street?
  - The Grove City Service Department salts and removes snow on city streets as the need arises. Plows typically are not used for snow accumulation under 2 inches. Road treatments are prioritized with main arteries cleared first (i.e. Broadway, Stringtown Road, Hoover Road, Kingston Avenue). This is followed by secondary streets. Neighborhood side streets and courts are plowed last, but not salted (maintaining main roads takes precedence over these streets).

Trash/Recycling
- Do I have to sort my recycling?
  - Separation of items is not necessary; all recyclables are collected in one truck and sorted at the recycling center. Weighing down paper items helps keep them from becoming litter in windy conditions.
- How do I adopt a street or park in Grove City?
  - Organizations, families and individuals may adopt a street or park and agree to keep it clean throughout the year. All cleanup supplies are provided. There is also an annual Great American Cleanup in the spring. Groups join together to clean up community areas or streams. - How do I sign up for recycling?
  - Grove City offers a recycling program for all homes, condominiums and apartments of four families or less from which Local Waste Services collects refuse. A blue recycling bin may be obtained at the Grove City Service Department, 3262 Ventura Blvd., Monday-Friday, 7 am to 4 pm or at City Hall, 4035 Broadway, Monday-Friday 8 am to 5 pm.
- The trash truck missed my house.
  - Please call Local Waste Services to report a missed trash pickup 614-409-9375.
- What can I place in my recycling bins?
  - Paper items including newspaper, magazines, mail and fliers, office paper, telephone books; cardboard and paperboard such as cereal or 12-pack boxes (do not include items covered with food waste); aluminum beverage and food cans; steel food cans; bottles and jars made of clear, green, blue or brown glass; and plastic bottles and jugs marked #1-7. Do not include the following items: oil jugs, plastic other than bottles including bags, glass from windows and dishes/cups, pots and pans, coat hangers, paint cans or tissues.
- Who picks up yard waste?
  - Local Waste Services provides yard waste pickup in Grove City on normal trash days April through December. During the months of January through March, schedule a pick up by calling Local Waste Services at 614-409-9375. Accepted yard waste includes grass, bush and shrub cuttings, leaves, garden growth and vines. Waste should be packaged in brown paper yard waste bags or in containers labeled "yard waste only." Yard waste stickers are available at the Grove City Service Department, 3262 Ventura Blvd. Tree limbs 4-feet in length and 1-inch in diameter or less should be bundled with twine or string. Do not use plastic or wire to enclose yard waste, these materials cannot be processed.
- Who provides trash pick up in Grove City?
  - The City of Grove City currently contracts with Local Waste Services to provide weekly curbside collection of solid waste, recyclables and yard waste on the same day.
