Physical Design & Site Plan Assessments

The consultant will prepare a physical design plan illustrating planning recommendations for the Town Center. Recommendations should be based on sound planning, architectural and preservation principles and should address the vision and goals of the community as determined through the public participation process. The Plan should address all aspects of the physical environment including but not limited to scale, mass, exterior finish materials, exterior furnishings and overall design principles as well as related streetscape improvements such as landscaping, sidewalk improvements and street lighting. In addition, one of the focuses of the Plan is to establish a distinguished “brand” or identity promoting itself as a destination location. At the same time the physical design plan is to provide a framework to evaluate the built environment as well as proposed capital improvements within the Town Center.

At a minimum the physical design and site plan assessments shall include:

  1. Identification of all proposed or anticipated public and private capital improvements within the Town Center study area through document review, interviews, and surveys, and other means (this should be incorporated as part of the business survey);
  2. Review and recommendation of proposed capital improvements, as well as a physical plan that provides renderings and site plans illustrating the proposed or anticipated improvements;
  3. Recommendations of alternate design schemes, features and projects, not anticipated or proposed by others, that would better enhance the Town Center design and function;
  4. Analysis and recommendations for public/private building enhancements and streetscape improvements including landscaping, signage, lighting, public space provisions;
  5. Preservation and restoration recommendations to reestablish architectural significant building features and streetscape features;
  6. Development of a detailed list of policy statements and objectives directed at guiding physical design-related decisions within the Town Center.
