Scope Of Plan
 
The Town Center Plan will serve as the blueprint and guide for development-related decisions with regard to land use, parking, zoning and traffic planning over the next 20-years, and the following provides a brief summary of the scope of the plan.

Economic Development Impact Analysis

The consultant will prepare a commercial market study and economic development strategy focused on retention and expansion of existing businesses, and identification and attraction of new business opportunities that will create a dynamic commercial mix, making the Town Center a distinctive destination, day and evening.

At a minimum the market study and economic development strategy will include:

  1. A business survey that profiles each business (e.g. number of employees, square footage, rental rates (p.s.f.), growth projections, perception of area business climate, recommendations, type of service, market service mix etc.). Note: Business survey methodology and survey form(s) shall be submitted for prior approval, and should be designed to attain at least an 85% response rate within study area;
  2. A consumer survey that evaluates customer feedback of existing local services and recommendations for new businesses. Note: Consumer survey methodology and survey form(s) shall be submitted for prior approval;
  3. A demographic profile detailing housing, population, income and educational attainment characteristics for the Town Center and immediate vicinity;
  4. A Town Center business district strategic plan for the study area that provides:
    • An overall prioritized assessment of the Town Center businesses’ recommendations from survey responses;
    • Evaluation criteria that is quantifiable so as to establish baseline data to gauge the economic impact of this planning initiative and future economic growth within the Town Center (e.g. sales and property tax revenue, number of FTE and PTE, type and number of businesses, and occupancy rate);
  5. Review and recommendation of available economic development tools and use of various funding sources and programs including but not limited to TIF, CRA, Enterprise Zone, CDBG, etc.; and
  6. Development of a detailed list of policy statements, objectives and implementation strategy directed at creating a dynamic commercial mix, as noted above, making the Town Center a distinctive destination, day and evening.
